Accounts may be opened or changed between 8:00 a.m. and 5:00 p.m., Monday thru Friday (except holidays) by visiting our General Office located at 400 E. Monroe Avenue. New customers are required to come in with two (2) forms of identification and complete an Application for Service. Existing customers may handle most transactions by telephone. In completing the Application for Service, new customers will need:

  1. Adeposit. It is required to be paid at the time of application (See Customer Deposit Policy). The deposit is refundable after one year of satisfactory bill payment history. Interest will be paid on deposits at the time the deposit is refunded. Interest began January 1, 1986, for all deposits collected prior to that date.
  2. Proof of Identification. Federal law requires you to provide us with a government issued picture I.D. and your social security number.
  3. Tenants. If you are a tenant, we require you to provide a copy of your lease that includes the service address, initial term of the lease and those persons 18 years of age and older who will be living at the address.

A CWL customer is required to be at least 18 years of age.

If you are an existing customer and moving to another address within the CWL service area, please contact us as soon as possible and tell us the date you wish to have your services disconnected at your present address and the date you want services at your new address. We require a minimum notice of one workday.

If you have a deposit with CWL, it will automatically be transferred, along with your payment history, to your new address.

Our service trucks are generally routed geographically so appointments are not made for connecting or disconnecting services. You need to make arrangements for CWL to have access to the premises when requesting services. To ensure the water service is turned on, it is necessary for you (or your representative) to be present
